[05:03.520 --> 05:11.600]  in the first 100 days in office and frankly I found this rather interesting.
[05:11.600 --> 05:19.160]  The first thing that he proposes is a constitutional amendment to oppose term limits on all members
[05:19.160 --> 05:20.160]  of Congress.
[05:20.160 --> 05:26.480]  Now, when I mentioned this last night, Tom said, oh, he'll never get congressional support
[05:26.480 --> 05:27.480]  for that.
[05:27.480 --> 05:32.360]  Well, he don't need congressional support for a constitutional amendment, he needs our
[05:32.360 --> 05:39.240]  support and that's been kicked around for a while, it's kicked around and even Ron Paul
[05:39.240 --> 05:50.040]  indicated they thought that was a good idea and James Madison said that in his opinion
[05:50.040 --> 06:00.080]  in the Federalist Papers, that a person should rise up from the public, serve the government
[06:00.080 --> 06:05.880]  for one year, then return to the public from which he came.
[06:05.880 --> 06:14.240]  So, James Madison's take on term limits is one year and I know I hear people say it takes
[06:14.240 --> 06:23.400]  that long just to get organized, it takes that long to get all of your improper influences
[06:23.400 --> 06:24.400]  in place.
[06:24.400 --> 06:30.160]  Generally, the first year in office, legislators are still trying to do the right thing for
[06:30.160 --> 06:32.240]  the right reasons.
[06:32.240 --> 06:37.120]  It takes a while for all of these vested interests to get control over them.
[06:37.120 --> 06:40.840]  So, I am all for term limits.
[06:40.840 --> 06:47.000]  Second one, hiring freeze on all federal employees to reduce federal workforce through attrition,
[06:47.000 --> 06:52.880]  exempting military, public safety and public health.
[06:52.880 --> 06:58.680]  Get public, people working for the government and they're hiring the government, it is extremely
[06:58.680 --> 07:03.520]  difficult to reduce the government workforce, just can't fire people when they work for
[07:03.520 --> 07:04.520]  the government.
[07:04.520 --> 07:11.640]  They've got too many protections but if he stops hiring, that you can do and start consolidating
[07:11.640 --> 07:17.480]  what's left and let those people who retire reduce the workforce.
[07:17.480 --> 07:20.040]  I have no problem with that either.
[07:20.040 --> 07:29.320]  Third, a requirement for every federal regulation, two existing regulations must be eliminated.
[07:29.320 --> 07:39.680]  And none of these proposals are new and for my part, so far all of them I'm reading,
[07:39.680 --> 07:44.620]  I agree with and I think it is a very good idea.
[07:44.620 --> 07:52.360]  We have legislators get elected into office and it's their job to pass law.
[07:52.360 --> 07:56.960]  So if they can't find good law, they'll pass bad law, they've got to pass something maybe
[07:56.960 --> 07:57.960]  look like they're doing something.
[07:57.960 --> 08:06.280]  So we've got all the 200 years of trash in our statutes that a good portion of it needs
[08:06.280 --> 08:09.120]  to be gotten out of there.
[08:09.120 --> 08:15.440]  The fourth, a five-year ban on White House congressional officials becoming lobbyists
[08:15.440 --> 08:19.720]  after they leave government service.
[08:19.720 --> 08:28.720]  And fifth, a lifetime ban on White House officials lobbying on behalf of a foreign government.
[08:28.720 --> 08:33.400]  I think those are two excellent proposals.
[08:33.400 --> 08:44.560]  Six, a complete ban on foreign lobbyists raising money for American elections.
[08:44.560 --> 08:49.880]  And on the same day, I'll begin taking the following seven actions to protect American
[08:49.880 --> 08:50.880]  workers.
[08:50.880 --> 08:57.480]  First, I will announce my intention to renegotiate NAFTA or withdraw from the deal under Article
[08:57.480 --> 08:58.480]  2205.
[08:58.480 --> 09:05.320]  Second, I will announce our withdrawal from the Trans-Pacific Partnership.
[09:05.320 --> 09:15.640]  That partnership agreement took a lot of criticism because we seem to be conceding way too much
[09:15.640 --> 09:17.240]  to other countries.
[09:17.240 --> 09:24.040]  Third, I will direct my secretary of the treasury to label China as a currency manipulator.
[09:24.040 --> 09:29.040]  Frankly, I don't know what that means.
[09:29.040 --> 09:31.920]  I mean, I know what these words mean.
[09:31.920 --> 09:43.200]  But that obviously refers to something either in United Nations or that has a special meaning,
[09:43.200 --> 09:49.560]  I'm sure, that a currency manipulator is not just meaning somebody who manipulates currency
[09:49.560 --> 09:54.400]  but has some other more specific connotation.
[09:54.400 --> 10:01.480]  Fourth, I will direct the secretary of commerce and U.S. trade representatives to identify
[10:01.480 --> 10:09.240]  all foreign trading abuses that unfairly impact American workers and direct them to use every
[10:09.240 --> 10:14.680]  tool under American and international law to end those abuses immediately.
[10:14.680 --> 10:23.600]  Fifth, I will lift all restrictions on the production of $50 trillion worth of job-producing
[10:23.600 --> 10:32.080]  American energy reserves, including shale, oil, natural gas, and clean coal.
[10:32.080 --> 10:40.240]  Six, lift the Obama-Clinton roadblocks and allow vital energy infrastructure projects
[10:40.240 --> 10:43.960]  like the Keystone Pipeline to move forward.
[10:43.960 --> 10:51.240]  Seven, cancel billions in payments to U.N. climate change programs and use the money
[10:51.240 --> 10:55.160]  to fix America's water and environmental infrastructure.
[10:55.160 --> 11:00.320]  Additionally, on the first day, I will take the following five actions to restore security
[11:00.320 --> 11:07.400]  and the construction constitution.
[11:07.400 --> 11:14.000]  On the fifth day, the first day, I will take the following actions to restore security
[11:14.000 --> 11:16.320]  and the constitutional rule of law.
[11:16.320 --> 11:23.120]  First, cancel every unconstitutional executive order, memorandum, or order issued by President
[11:23.120 --> 11:24.120]  Obama.
[11:24.120 --> 11:32.560]  Second, begin the process of selecting a replacement for Justice Scalia from one of the 20 judges
[11:32.560 --> 11:38.080]  on my list who will uphold and defend the Constitution of the United States.

[11:40.320 --> 11:45.120]  Third, cancel all federal funding to sanctuary cities.

[21:10.440 --> 21:18.080]  So if you filed it with the FBI, it would be the special agent in charge, the SAC.
[21:18.080 --> 21:20.200]  That's what we sent it to, right.
[21:20.200 --> 21:26.080]  So you file it with the FBI, even if some agent gets it, you don't care,
[21:26.080 --> 21:30.680]  because he's just a flunky that works for the SAC.

[33:48.360 --> 33:53.960]  and the new president gets to decide who he wants to keep
[33:53.960 --> 33:56.840]  and who he wants to get rid of.
[33:56.840 --> 33:58.920]  So every time there's a new administration,
[33:58.920 --> 34:02.240]  every U.S. attorney has to turn in his resignation.
[34:02.240 --> 34:09.760]  So now we've got someone who is a complete unknown.
[34:09.760 --> 34:13.720]  He's not in anybody's political pocket.
[34:13.720 --> 34:17.040]  So I can pretty well guarantee you,
[34:17.040 --> 34:21.800]  every U.S. attorney's on pins and needles at this point.
[34:21.800 --> 34:26.320]  And the last thing they want right now
[34:26.320 --> 34:32.880]  is an issue coming up where somebody puts a mark on their chart.
[34:32.880 --> 34:34.560]  We've got this new president.
[34:34.560 --> 34:39.160]  He's going to want people in that will back him.
[34:39.160 --> 34:43.880]  He's got people he owes political favors to.
[34:43.880 --> 34:47.720]  And he's going to want to give them positions.
[34:47.720 --> 34:53.560]  So he's going to be looking for places where he can open up holes
[34:53.560 --> 34:58.040]  to pay back some political favors.
[34:58.040 --> 34:59.560]  Whether that's true or not, that's
[34:59.560 --> 35:03.440]  what all these U.S. attorneys are absolutely thinking.
[35:03.440 --> 35:05.480]  They're looking for a reason to get rid of me
[35:05.480 --> 35:08.720]  so they can put their own people in.
[35:08.720 --> 35:11.760]  To get rid of a bunch of U.S. attorneys for no reason,
[35:11.760 --> 35:12.560]  big uproar.
[35:12.560 --> 35:16.520]  That's what George Bush did.
[35:16.520 --> 35:19.280]  And big uproar over that.
[35:19.280 --> 35:25.240]  So they still expect him to be more cautious.
[35:25.240 --> 35:27.640]  And now he's going to need a reason to get rid of them.
[35:27.640 --> 35:31.240]  So how do we set up the U.S. attorney
[35:31.240 --> 35:35.280]  and put the U.S. attorney on the dime?
[35:35.280 --> 35:37.600]  Yeah, we could go directly to the attorney general.
[35:37.600 --> 35:42.160]  But the attorney general, his job is on the line anyway
[35:42.160 --> 35:45.880]  because there's a new administration coming in.
[35:45.880 --> 35:50.600]  Most likely will appoint a new attorney general.
[35:50.600 --> 35:55.400]  It is the U.S. attorney that's in a very weak position now.
[35:55.400 --> 35:59.640]  So how do we kick him in his political teeth?
[35:59.640 --> 36:05.640]  My suggestion is instead of going to the attorney general,
[36:05.640 --> 36:08.920]  once you discover that the attorney general did not
[36:08.920 --> 36:12.840]  receive this complaint, you file a complaint
[36:12.840 --> 36:18.160]  with the grand jury by way of the U.S. attorney.
[36:18.160 --> 36:22.520]  And if we do this right, he's not going to see it coming.
[36:22.520 --> 36:24.920]  You file a criminal complaint.
[36:24.920 --> 36:30.280]  You make 12 copies.
[36:30.280 --> 36:34.680]  There's 23 grand jurors on a federal grand jury.
[36:34.680 --> 36:36.120]  Make up 23 copies.
[36:36.120 --> 36:38.680]  Put each one in a separate envelope.
[36:38.680 --> 36:42.920]  Write foreman on the first one, grand jury one through 22,
[36:42.920 --> 36:46.880]  grand juror one through 22 on the rest of them.
[36:46.880 --> 36:49.640]  Put them all in one package.
[36:49.640 --> 36:52.160]  Put a cover letter on it addressed to the foreman
[36:52.160 --> 36:56.320]  of the grand jury that asked their foreman
[36:56.320 --> 36:58.240]  to initial this letter and send it back
[36:58.240 --> 37:01.560]  in the included staff self-addressed envelope.
[37:01.560 --> 37:05.920]  And then address it to the local U.S. attorney,
[37:05.920 --> 37:12.320]  to the grand jury care of the local U.S. attorney's office
[37:12.320 --> 37:16.000]  because that's the only address we have for grand jurors.
[37:16.000 --> 37:21.240]  Send it registered restricted.
[37:21.240 --> 37:24.320]  That means only you send it to the foreman
[37:24.320 --> 37:26.960]  so only he can sign for it.
[37:26.960 --> 37:30.120]  But you can be sure that the U.S. attorney will sign for it
[37:30.120 --> 37:34.240]  and open it up and he won't act on it
[37:34.240 --> 37:38.040]  when he's a good chance what he will do.
[37:38.040 --> 37:43.160]  If he talks to you at all, he will threaten you
[37:43.160 --> 37:47.520]  with witness tampering if you try to go to the grand jury.
[37:47.520 --> 37:50.720]  He's going to tell you, you need to go to him.
[37:50.720 --> 37:53.960]  What he's first going to tell you is you need to go to the FBI
[37:53.960 --> 37:57.640]  and you're going to say, well, that's what I did.
[37:57.640 --> 38:00.800]  That's why I'm coming to you now because the FBI
[38:00.800 --> 38:02.920]  didn't follow law.
[38:02.920 --> 38:06.800]  And the U.S. attorney is going to want to protect the IRS agent.
[38:06.800 --> 38:10.680]  He's not going to see it coming yet.
[38:10.680 --> 38:12.600]  He's going to refuse to act on it.
[38:12.600 --> 38:16.920]  If you don't hear from him in, say, two weeks,
[38:16.920 --> 38:20.880]  you expect to hear from the foreman of the grand jury
[38:20.880 --> 38:23.280]  or someone investigating the case.
[38:23.280 --> 38:28.280]  If you don't hear anything, then the only presumption
[38:28.280 --> 38:33.080]  you can have is that the U.S. attorney did not give this
[38:33.080 --> 38:35.040]  to the grand jury.
[38:35.040 --> 38:38.400]  OK, so we're going to do that just the way you
[38:38.400 --> 38:40.240]  said to do it originally.
[38:40.240 --> 38:41.960]  We're not going to go to the U.S. attorney
[38:41.960 --> 38:46.800]  and try to get him or her to pass the criminal complaint
[38:46.800 --> 38:48.840]  on to the grand jury.
[38:48.840 --> 38:51.560]  We're going to go straight to the grand jury.
[38:51.560 --> 38:54.320]  Go straight to the grand jury and the U.S. attorney
[38:54.320 --> 38:57.120]  will always intercept it.
[38:57.120 --> 39:01.360]  So in effect, you're sending it to the U.S. attorney anyway.
[39:01.360 --> 39:02.400]  Right.
[39:02.400 --> 39:05.560]  But you've addressed it to the grand jury instead.
[39:05.560 --> 39:08.360]  Let him intercept it.
[39:08.360 --> 39:10.880]  And then when he doesn't act on it,
[39:10.880 --> 39:14.520]  or if he threatens you, which they often do,
[39:14.520 --> 39:19.560]  then you send the second one addressed the same way.
[39:19.560 --> 39:22.960]  And you charge the U.S. attorney with witness tampering
[39:22.960 --> 39:28.800]  and obstruction of justice and tampering with the U.S. mail.
[39:28.800 --> 39:32.560]  He's going to get this one, and he's going to open this one.
[39:32.560 --> 39:37.840]  And then he's going to say, uh-oh, this
[39:37.840 --> 39:44.480]  does look good, because now he's intercepted U.S. mail that
[39:44.480 --> 39:47.520]  contained criminal complaints against him.
[39:50.080 --> 39:52.560]  Once he opens the package and looks in it,
[39:52.560 --> 39:55.280]  he is already compromised.
[39:55.280 --> 39:56.320]  Right.
[39:56.320 --> 39:57.760]  Now what does he do?
[39:57.760 --> 40:05.840]  Now how does he avoid tampering with a government document
[40:05.840 --> 40:11.080]  for the purpose of shielding himself from prosecution?
[40:11.080 --> 40:14.600]  Now the water is getting much deeper.
[40:14.600 --> 40:18.280]  Then if you get any response from the U.S. attorney,
[40:18.280 --> 40:21.160]  or if you get no response at all,
[40:21.160 --> 40:25.320]  then you make up a complaint against the U.S. attorney,
[40:25.320 --> 40:29.120]  and you send that to the attorney general.
[40:29.120 --> 40:30.800]  OK.
[40:30.800 --> 40:33.760]  Now the attorney general looks back and sees,
[40:33.760 --> 40:42.760]  this is how he gets to me by law, violation of 28 U.S. Code
[40:42.760 --> 40:50.360]  535, then mail tampering, obstruction.
[40:50.360 --> 40:53.120]  If you can get the U.S. attorney to threaten you,
[40:53.120 --> 41:00.600]  wonderful witness tampering, then this
[41:00.600 --> 41:05.120]  puts a mark on that U.S. attorney's chart big time.
[41:05.120 --> 41:06.280]  OK.
[41:06.280 --> 41:09.720]  So it should get a lot more interesting.
[41:09.720 --> 41:15.640]  If we are to get some traction, this is what it'll take,
[41:15.640 --> 41:17.880]  and this will give us some politics.

[41:19.400 --> 41:21.560]  Well, I've started that process, and I'm
[41:21.560 --> 41:23.560]  going to move on with that.

[42:00.200 --> 42:03.040]  And I've got the recording of this, because thanks to you,
[42:03.040 --> 42:05.680]  I bought a couple of little devices
[42:05.680 --> 42:07.880]  that will do that for you.
[42:07.880 --> 42:11.800]  Unfortunately, on the 8th, on Wednesday,
[42:11.800 --> 42:16.000]  I wasn't awake enough to use it, because he showed up again
[42:16.000 --> 42:21.840]  in my house at around noon with another gentleman.
[42:21.840 --> 42:25.040]  And I opened the door, and he said, hey, we're
[42:25.040 --> 42:27.840]  going to seize your rental house.
[42:27.840 --> 42:30.080]  The IRS is going to seize your rental house.
[42:30.080 --> 42:31.400]  And I put it in writing.
[42:31.400 --> 42:34.720]  And I said, just put your document
[42:34.720 --> 42:36.480]  on the ground by the door.
[42:36.480 --> 42:38.200]  And he did.
[42:38.200 --> 42:40.800]  And I asked who the other guy was, and he said,
[42:40.800 --> 42:41.840]  he told me his name.
[42:41.840 --> 42:43.680]  And I said, are you his supervisor?
[42:43.680 --> 42:44.720]  And he said, yes, I am.
[42:44.720 --> 42:45.480]  I said, do you have a card?

[42:46.880 --> 42:48.920]  And they walked off.
[42:48.920 --> 42:52.560]  And so what I got was this handwritten form,

[42:55.440 --> 43:00.280]  to be used to basically tell taxpayers what they are

[47:36.240 --> 47:38.520]  calling people after hours or asking them on the phone,

[56:28.880 --> 56:31.560]  in your statement.
[56:31.560 --> 56:33.480]  Now, one of the things I do in a statement
[56:33.480 --> 56:36.080]  is never make a proactive statement of law
[56:36.080 --> 56:38.520]  out of your own mouth.
[56:38.520 --> 56:44.480]  Say, under this provision, and quote the provision,
[56:44.480 --> 56:49.280]  I sent this request to the IRS agent
[56:49.280 --> 56:54.800]  for this verification or validation.
[56:54.800 --> 56:57.320]  And under this provision, the agent
[56:57.320 --> 57:01.160]  was required to respond, the agent did not respond.
[57:01.160 --> 57:03.120]  When you reference the provision,
