[01:33.840 --> 01:38.600]  The Baltic states were seeking tougher sanctions but still conceded to the extension of existing
[01:38.600 --> 01:42.920]  ones, which restrict access to capital by Russian banks and companies, including asset
[01:42.920 --> 01:46.520]  freezing and travel restrictions on selected individuals and companies.
[01:46.520 --> 01:49.440]  The sanctions are expected to be adopted formally next week.
[01:49.440 --> 01:53.160]  In March, European Union leaders agreed that the sanctions would not be lifted until the
[01:53.160 --> 01:55.480]  Minsk Accords are met.
[01:55.480 --> 01:57.000]  Not everyone is on board though.
[01:57.000 --> 02:02.060]  Greece's Prime Minister Alexis Tsipras, before her April trip to Moscow, condemned the sanctions

[02:05.760 --> 02:09.640]  Russian diplomats aren't happy either, obviously, as they have been seeking to influence the
[02:09.640 --> 02:14.920]  vote on the continuation of these sanctions.

[02:20.780 --> 02:24.680]  called the most burdensome regulations in the nation, is ready to open up new dialogue

[02:26.920 --> 02:30.880]  Uber rep Debbie Hancock said that the people of San Antonio made their voices loud and

[04:53.000 --> 04:56.440]  I mean, it's very disturbing, but we have bad things happening all the time.

[05:04.520 --> 05:15.960]  At this point in our history, I was hoping that for the most part, the public in
[05:15.960 --> 05:26.680]  general was beyond such incredible ignorance and prejudice to see that we

[07:19.760 --> 07:26.480]  they had a security guard, a female, tall, slender, good-looking blonde female, not
[07:26.960 --> 07:33.160]  who you would expect to be a security guard, a rough and tumble security guard.
[07:33.160 --> 07:37.720]  But this guy pulled a weapon out, threatened to shoot everybody in the building.
[07:37.720 --> 07:40.280]  She walked down the aisle with her weapon in her hand.
[07:41.040 --> 07:42.200]  He fired at her.

[07:43.560 --> 07:49.400]  She walked into blistering fire and shot this guy down before he killed anybody.

[08:34.120 --> 08:38.680]  I know a lot of people may not agree with me and I feel real frustrated even
[08:38.680 --> 08:43.000]  going to this position, but people are flawed.

[09:19.920 --> 09:29.360]  They never, ever even imagine pulling a weapon because when everybody's armed,
[09:29.840 --> 09:34.200]  a weapon is not only not an infanticide, but it's a weapon that's
[09:34.200 --> 09:40.920]  only not an advantage, it's an incredible disadvantage.
[09:43.240 --> 09:49.960]  So I hate to use this to advocate for more guns when guns are the source of the
[09:49.960 --> 10:00.280]  problem, but I can't imagine another way to handle this so long as we have the
[10:00.280 --> 10:07.600]  second amendment, so long as we have no intention of allowing the government to
[10:07.600 --> 10:16.320]  take our guns away from us, we owe it to ourselves to use our guns in a way that
[10:16.320 --> 10:18.240]  will prevent this kind of stuff.
[10:18.240 --> 10:24.600]  And I'm frustrated to the point that I'm about talking to myself into getting a
[10:24.600 --> 10:30.240]  permit because I want people to carry guns, but since I hate them so much, I
[10:30.240 --> 10:37.280]  don't want to carry myself, but rather than just advocate this position, I
[10:37.280 --> 10:40.080]  guess it's time to step up.
[10:41.800 --> 10:48.000]  Anyway, enough about that, that depresses me too much to even think about it.

[10:52.400 --> 11:00.840]  lines open all night, I got a letter the other day from the Tarrant County Grand
[11:00.840 --> 11:07.040]  Jury, most of you who listen a lot are aware that I have filed some criminal
[11:07.040 --> 11:14.680]  charges with the Dallas County District Attorney, I'm sorry, against the Dallas
[11:14.680 --> 11:17.280]  County District Attorney with the Tarrant County District Attorney.
[11:17.280 --> 11:22.920]  Now, if you listen a lot, you know I go over this quite a bit, and I don't mean
[11:22.920 --> 11:33.680]  to sound pedantic, but I do need people to internally understand how this part
[11:33.680 --> 11:40.840]  of the law is supposed to work because it is so different from how it actually
[11:40.840 --> 11:49.000]  works, many of you may have seen the, or heard the stories about the shooting in
[11:49.000 --> 11:56.440]  Philadelphia, where was it, Philadelphia was in Ohio, I think it was in Ohio,
[11:56.480 --> 12:01.840]  where these policemen shot this 12 year old boy, within two seconds of pulling up
[12:01.840 --> 12:07.480]  on the scene, they ordered him to drop his weapon, and it appears that when he
[12:07.480 --> 12:12.880]  moved the weapon to do that, the policemen just shot him dead, because the
[12:12.880 --> 12:20.440]  policemen just had come to be absolutely terrified of us, but the District
[12:20.440 --> 12:28.440]  Attorney refused to take any action, and the citizens took a complaint to a
[12:28.440 --> 12:35.880]  municipal court judge, and they talked about this as if it was some arcane law,
[12:35.880 --> 12:48.960]  it was no such thing, it was very basic due process, but our police and the
[12:48.960 --> 12:56.000]  procedures that they used have been adjusted toward what I call administrative
[12:56.000 --> 13:03.000]  convenience and adjudicative expediency, to the point that the code and the
[13:03.000 --> 13:08.280]  practice don't look anything like one another, to the point that a prosecutor
[13:08.280 --> 13:16.880]  would actually call the code itself arcane, well, we need to understand this
[13:16.880 --> 13:24.720]  part about the grand juries, because the grand juries may well be the single tool
[13:24.720 --> 13:32.440]  that we can use, or it's the single most powerful tool that we can use, to change
[13:32.440 --> 13:40.080]  the legal landscape for our police and prosecutors, and bring them back in line
[13:40.080 --> 13:45.000]  and other public officials, bring them back in line with our law, so they won't
[13:45.000 --> 13:52.400]  look at our law and call it arcane, well, I received a letter, okay, let me explain
[13:52.400 --> 13:59.920]  what I did for those who haven't already heard it, I went to the Dallas County
[13:59.920 --> 14:03.200]  District Attorney with criminal complaints against some public officials,
[14:03.200 --> 14:10.000]  they had me removed from the office by three people with pistols on their hips,
[14:10.000 --> 14:15.960]  now I took that as being at constructed gunpoint, because I asked the
[14:15.960 --> 14:21.880]  investigators who were wearing these pistols, that if I didn't leave the
[14:21.880 --> 14:25.720]  building the way they told me to, are you guys prepared to pull them pistols,
[14:25.720 --> 14:30.040]  the first thing I asked from one of those pistols is loaded, and they assured
[14:30.040 --> 14:34.480]  me that they were, then I asked them if they was prepared to pull them, and they
[14:34.480 --> 14:40.400]  said they would if they had to, so I took that as a clear indication that if I
[14:40.400 --> 14:45.920]  didn't do exactly what they said, I run the risk of being shot, I took that as
[14:45.920 --> 14:52.320]  constructive gunpoint, so I left the building, then I went to the Tarrant
[14:52.320 --> 15:00.280]  County Grand Jury, when I went to Dallas County it was for the
[15:00.280 --> 15:07.520]  purpose of presenting complaints to a grand jury, and I was thwarted, so I went
[15:07.520 --> 15:11.640]  to Tarrant County with criminal complaints against the district
[15:11.640 --> 15:16.520]  attorney for denying me access to the grand jury at constructive gunpoint, and
[15:16.520 --> 15:22.640]  I call that first degree first assault, well I maintained to the Tarrant County
[15:22.640 --> 15:30.840]  Grand Jury that the district judge who impanels the grand jury is restricted to
[15:30.840 --> 15:38.080]  a venue, while he is a state judge he's restricted to a venue, and while there is
[15:38.080 --> 15:45.600]  a grand jury convened in every county in the state of Texas, there is nothing in
[15:45.600 --> 15:54.040]  the code that limits a grand jury to a county or to any other venue, they are
[15:54.040 --> 15:59.240]  state grand juries each and every one of them, and there's nothing in the code
[15:59.240 --> 16:06.600]  that limits their venue the way the code limits the venue of a district judge, we
[16:06.600 --> 16:11.600]  used to have circuit judges sit right all over the state and hear cases
[16:11.600 --> 16:17.000]  wherever they went, but we got so many people and we needed more judges to the
[16:17.000 --> 16:21.920]  point they didn't have to travel anymore, so that's why the legislature limited
[16:21.920 --> 16:29.720]  them to venue, but they never saw fit to do that to a grand jury, so my contention
[16:29.720 --> 16:33.720]  was that a grand jury had statewide jurisdiction, we're about to go to break

[20:12.400 --> 20:18.320]  correspondence and complaints sent to us our utmost attention the Texas Code of
[20:18.320 --> 20:24.560]  Criminal Procedure article 20.09 states that the Grand Jury shall inquire into
[20:24.560 --> 20:33.080]  all offenses liable to die of knowledge or of which they shall be informed by
[20:33.080 --> 20:40.720]  the attorney representing the state or any other credible person and that's the
[20:40.720 --> 20:48.120]  way I read it under consideration of your material for you provided we do not

[21:31.760 --> 21:38.320]  investigation to the county in which it was impaneled it absolutely would have
[21:38.320 --> 21:47.120]  said so under the rules of construction it would have been required to say so so
[21:47.120 --> 21:55.800]  what do we do now one of the points I keep trying to make to people trying to
[21:55.800 --> 22:04.080]  to buck the system trying to get the system to follow the rules is when we
[22:04.080 --> 22:10.600]  try something and the officials don't do what they're supposed to we tend to get
[22:10.600 --> 22:15.400]  frustrated and feel betrayed and mistreated and all that other nonsense
[22:15.400 --> 22:24.360]  well I read this from the perspective of how can I use this to kick him in his
[22:24.360 --> 22:32.640]  professional pants how can I make this situation worse for them because they
[22:32.640 --> 22:45.120]  didn't do it right so I look at 20.09 which in which binds the Grand Jury to
[22:45.120 --> 22:51.440]  a duty and they have an oath they swore to that they would protect the
[22:51.440 --> 23:00.360]  Constitution and faithfully carry out their duties and blah blah blah well
[23:00.360 --> 23:10.640]  shall the way I read it in law is not is obligatory does not mean may matter can
[23:10.640 --> 23:20.280]  if he wants to it means must so the way I read this the Tarrant County Grand
[23:20.280 --> 23:28.080]  Jury juror this is the only one I know anything about is the foreman because
[23:28.080 --> 23:35.260]  his signatures on here the foreman of the Grand Jury took it upon himself to
[23:35.260 --> 23:41.880]  fail to perform a duty he was required to perform and in the process denied me
[23:41.880 --> 23:47.640]  in the equal protection of the law and what they're going to say is is they
[23:47.640 --> 23:52.240]  have no duty to protect me the police tell you real fast they have no duty to
[23:52.240 --> 24:00.800]  protect you that's true they don't but they do have a duty to enforce law I
[24:00.800 --> 24:07.680]  don't need the police to protect me I have the law for that then I have the
[24:07.680 --> 24:13.480]  police and other public officials there to enforce the law and if they enforce
[24:13.480 --> 24:21.880]  the law the law is what protects me well in this case the way I read the code
[24:21.880 --> 24:30.320]  that Thomas Wilburn or Williams failed to perform a duty he was required to
[24:30.320 --> 24:34.400]  perform and in the process denied me in full free access to enjoyment right
[24:34.400 --> 24:41.720]  violation of 39.03 Texas Penal Code which is official persons class a
[24:41.720 --> 24:49.920]  misdemeanor I further a certain the ledge that Thomas our Williams committed
[24:49.920 --> 24:54.640]  this act for the purpose of shielding the accused from prosecution and
[24:54.640 --> 25:05.720]  violation of 38.05 Texas Penal Code 38.05 Texas Penal Code assesses a penalty one
[25:05.720 --> 25:16.880]  level less than the charge against the one that was shielded and I charged
[25:16.880 --> 25:26.960]  Craig Watkins as respondeat superior accusing him of sending people out with
[25:26.960 --> 25:35.040]  loaded pistols to commit first-degree felony aggravated assault against me in
[25:35.040 --> 25:41.840]  furtherance of a violation of 36.05 witness tampering 36.06 obstruction of
[25:41.840 --> 25:52.720]  justice so since 2202 b2a first aggravated assault by a public official
[25:52.720 --> 25:58.640]  acting under the color of an official authority is a first-degree felony then
[25:58.640 --> 26:04.240]  I charge Thomas our Williams with second-degree felony shielding from
[26:04.240 --> 26:12.800]  prosecution see how he likes that one and I'll file this with a second grand
[26:12.800 --> 26:21.840]  jury in Tarrant County so if you're a grand jury sitting on the grand jury
[26:21.840 --> 26:34.040]  and you get my complaint along with this letter this is very likely to get your
[26:34.040 --> 26:41.560]  attention big-time and it should get your attention the grand jury thinks
[26:41.560 --> 26:48.920]  they have immunity well they do have immunity from being sued well they
[26:48.920 --> 27:00.320]  have a certain immunity but so far as I can tell no immunity of any public
[27:00.320 --> 27:08.640]  official extends to immunity from the consequences of criminal behavior even
[27:08.640 --> 27:14.760]  the civil consequences of criminal behavior they essentially have the same
[27:14.760 --> 27:23.120]  immunity that a judge has and what the courts other judges want to say is that
[27:23.120 --> 27:31.440]  when a judge acts from the bench then he can't be sued and there's a very fine
[27:31.440 --> 27:42.440]  distinction that I want to make when the judge acts from the bench is he immune
[27:42.440 --> 27:49.320]  from prosecution if in the process in the process of acting from the bench he
[27:49.320 --> 27:55.800]  performs an act that's defined as a crime in the state of Texas example I
[27:55.800 --> 28:04.320]  filed a trespass to try to suit in a state court in Texas in a in an eviction
[28:04.320 --> 28:12.960]  issue a trespass to try title to challenge a substitute trustees deed the
[28:12.960 --> 28:19.240]  defendant immediately removed to the federal court and our favorite federal

[35:35.080 --> 35:41.640]  butt out and it looks like that's exactly what they did so from my
[35:41.640 --> 35:50.920]  perspective that's really a good thing so now I will be really put a dime this
[35:50.920 --> 35:56.720]  has to really put them in a quandary where I'm only dealing with the grand
[35:56.720 --> 36:05.640]  jury and a jury grand jury has a prosecutor to give them legal advice but

[36:16.640 --> 36:25.840]  that I do he's kind of out of his league in this really focused area in trying to
[36:25.840 --> 36:33.560]  deal with me the grand jury on the other hand they're not legal professionals at
[36:33.560 --> 36:40.800]  all they're really out of their league so if you're the district attorney and I
[36:40.800 --> 36:48.240]  file against the foreman of one of your grand juries can you leave the foreman
[36:48.240 --> 36:59.320]  out to dry since the grand jury member is himself acting in the capacity of a
[36:59.320 --> 37:06.600]  public official what do you do this should be really interesting it should
[37:06.600 --> 37:18.920]  put them in a serious legal quandary now as I say often it is not my purpose here
[37:18.920 --> 37:25.560]  to get anybody indicted and I still get a lot of flack for saying that but it
[37:25.560 --> 37:31.040]  really isn't my purpose the purpose is to get these public officials to follow
[37:31.040 --> 37:40.160]  law and that's a tough road to hoe because even public officials acting in
[37:40.160 --> 37:48.360]  the best of faith they pretty well do as they've been trained to do and this
[37:48.360 --> 37:52.120]  includes grand jurors especially grand jurors because grand jurors don't know
[37:52.120 --> 37:56.680]  anything about how the system's supposed to work they don't know how it normally
[37:56.680 --> 38:04.760]  works and essentially they have to be able to trust the prosecutor and the
[38:04.760 --> 38:11.240]  judge who put him in these positions and instructed them as to how to act and now
[38:11.240 --> 38:18.880]  all of a sudden they find themselves hung out to dry prosecuting attorney
[38:18.880 --> 38:25.080]  since of their public officials he's been directed by the legislature to butt
[38:25.080 --> 38:35.120]  out so how does the grand jury get legal advice they could ask the district
[38:35.120 --> 38:41.880]  judge the district judge can give the grand jury legal advice and so far as I
[38:41.880 --> 38:51.360]  can tell there is no prohibition on a district judge when the grand jury asked
[38:51.360 --> 38:57.760]  for the judge's legal opinion so good they can go to a grant to a district
[38:57.760 --> 39:03.280]  judge and a district judge can give them legal advice problem that the district
[39:03.280 --> 39:16.200]  judge has when the district judge gives legal advice to the grand jury is he
[39:16.200 --> 39:23.880]  acting in a judicial capacity or he's is he acting in the capacity of law your
[39:23.880 --> 39:30.720]  client because when the district attorney gives the grand jury legal
[39:30.720 --> 39:37.000]  advice that's all your client we don't get any cause then next I'm going to go
[39:37.000 --> 39:42.960]  to information requests that I've filed with Tarrant County and we have
[39:42.960 --> 39:53.120]  assistant district attorneys responding to the requests as an agent for the
[39:53.120 --> 39:58.560]  judges the justices of the peace where I filed these requests well in that case
[39:58.560 --> 40:06.360]  while the attorney is an assistant district attorney they're not acting in
[40:06.360 --> 40:15.640]  a prosecutorial capacity and thereby have zero immunity when they're giving
[40:15.640 --> 40:21.960]  legal advice to public officials they're just a lawyer hired by the state so the
[40:21.960 --> 40:28.680]  question would become if the prosecuting attorney who's been directed by the
[40:28.680 --> 40:39.240]  legislature to give such advice is prevented by article 2.03 from having
[40:39.240 --> 40:46.040]  anything to do with this then if the district judge gives legal advice to the
[40:46.040 --> 40:56.920]  grand jury is he an attorney and can I then sue him or even move to prosecute
[40:56.920 --> 41:07.560]  him if he advises the grand jury to act in contravention to standing law because
[41:07.560 --> 41:15.240]  such advice would have to necessarily be construed not only as criminal
[41:15.240 --> 41:27.160]  conspiracy 1502 Texas Penal Code but also fomenting litigation which is in
[41:27.160 --> 41:35.320]  violation of the bar association standards and would be an act of
[41:35.320 --> 41:41.320]  malpractice so could I then sue the judge for malpractice when he gives
[41:41.320 --> 41:46.840]  legal advice to a grand jury my local prosecutor complained at me
[41:46.840 --> 41:52.840]  won't that I keep asking questions that nobody has ever asked before well maybe
[41:52.840 --> 42:00.200]  these need to be asked so this this will bring up a lot of interesting questions
[42:00.200 --> 42:07.600]  that that these folks haven't handled before that are extremely basic to a
[42:07.600 --> 42:16.040]  well-structured law and for the most part have no case law governing so this
[42:16.040 --> 42:21.000]  should get everybody hopping and I'm a little uncomfortable with this because
[42:21.000 --> 42:30.480]  it appears we really do have a good district attorney in turn can she's she
[42:30.480 --> 42:34.800]  found some documentations in her office when she took over that indicated that
[42:34.800 --> 42:42.640]  the prior prosecutors were concerned with 19 officers with the veracity of
[42:42.640 --> 42:50.240]  their testimony in various cases and she immediately to major investigation into
[42:50.240 --> 42:55.600]  these 19 officers she denied it she didn't slide it under the rug and she
[42:55.600 --> 43:00.360]  made the fact that it was their public which hadn't been done so before and she
[43:00.360 --> 43:08.760]  said she had a duty to the public to make this to bring this out so I was
[43:08.760 --> 43:14.920]  really surprised that was very political police are going to be really really

[49:24.960 --> 49:31.760]  is going to be released because we've had a kind of a flurry of emails back
[49:31.760 --> 49:37.040]  and forth they liked to do their standard little song and dance and
[49:37.040 --> 49:43.280]  seltzer pan the first thing they did was they said that they didn't disagree that
[49:43.280 --> 49:49.720]  certain of the information I requested was open for public inspection but the
[49:49.720 --> 49:55.200]  only way I could see it is when they would have to print it out and that
[49:55.200 --> 50:01.080]  before they print it out I'd have to put down a deposit to pay for their time of
[50:01.080 --> 50:09.880]  printing it out and I followed with an email telling them that that was
[50:09.880 --> 50:17.200]  absolutely patently untrue that if they will go back and read my request that I
[50:17.200 --> 50:25.760]  did not request copies that I requested to to examine the information in the
[50:25.760 --> 50:33.280]  context and in the format in which it was stored I wasn't asking for database
[50:33.280 --> 50:38.120]  information that can be spread around a database I was asking for
[50:38.120 --> 50:44.240]  communications between human beings so these communications between human
[50:44.240 --> 50:50.600]  beings must necessarily be provided to these human beings in a form in which
[50:50.600 --> 50:59.960]  they can read it and if it's in a form that it can be read I want it in the
[50:59.960 --> 51:05.880]  form that it's in and that's in the code and they knew it because when I made
[51:05.880 --> 51:11.920]  that objection they dropped this whole thing about printing and next Tuesday I
[51:11.920 --> 51:17.600]  will go in and look at some of these emails but they did send a request to
[51:17.600 --> 51:24.400]  the to the Texas Attorney General for an for Attorney General's opinion the
[51:24.400 --> 51:32.360]  Attorney General is the one that renders opinions concerning open records issues
[51:32.360 --> 51:40.640]  and I say open records issue because we have a Texas government code open
[51:40.640 --> 51:51.200]  records act we also have a rule 12 of the rules of court which make certain
[51:51.200 --> 51:56.520]  records of the judiciary open for public inspection and we have the
[51:56.520 --> 52:07.640]  Constitution so I carefully craft my request so that it's not in the format
[52:07.640 --> 52:18.880]  of any specific code I just asked for to see records okay their response was
[52:18.880 --> 52:23.000]  that's Tarrant County County District Attorney's offices of public
[52:23.000 --> 52:28.100]  information received a public information request from request
[52:28.100 --> 52:32.200]  directed to Judge Wright Justice and Peace Precinct for seeking all emails
[52:32.200 --> 52:37.840]  sent and received from her County Microsoft account for a specific frame
[52:37.840 --> 52:48.560]  of time see copy as a request blah blah blah okay first section section 552 101
[52:48.560 --> 52:53.560]  Texas government code exempts from disclosure information considered to be
[52:53.560 --> 52:59.080]  confidential by law either constitutional statutory or by judicial
[52:59.080 --> 53:05.200]  decision under 552 101 information may be may be withheld from public
[53:05.200 --> 53:15.320]  disclosure oops on the basis of common law privacy if the information sought
[53:15.320 --> 53:20.440]  is highly intimate or embarrassing such that its release would be highly
[53:20.440 --> 53:25.280]  objectionable to a person of ordinary sensibilities and there is no legitimate
[53:25.280 --> 53:33.040]  interest in disclosing such information quote industrial found versus Texas

[54:18.640 --> 54:24.920]  release would be highly objectionable to a person of ordinary sensibilities and
[54:24.920 --> 54:31.120]  there is no legitimate public interest in disclosing the information well
[54:31.120 --> 54:35.840]  assertion does not follow from industrial foundation in fact such a
[54:35.840 --> 54:42.920]  consideration is exclusively excluded by industrial foundation as follows the
[54:42.920 --> 54:48.560]  sole criteria for determining whether information is exempt from disclosure
[54:48.560 --> 54:55.960]  as confidential by judicial decision or whether the information is a legitimate
[54:55.960 --> 55:01.080]  public concern and whether its public publication would be highly objectionable
[55:01.080 --> 55:08.200]  to a reasonable person reasonable person if the legislature intended that other
[55:08.200 --> 55:12.360]  criteria be considered in deciding whether information is open for
[55:12.360 --> 55:19.040]  inspection if it desires to change the wording of the statute it will it will
[55:19.040 --> 55:23.160]  have an early opportunity to do so at the convening of the next legislative
[55:23.160 --> 55:29.840]  session and I apologize I thought I had the actual statute in here the statute
[55:29.840 --> 55:39.600]  was one short sentence that specifically stipulated this in this information that
[55:39.600 --> 55:46.280]  you could not make this kind of consideration that you can only make a
[55:46.280 --> 55:53.320]  consideration based on specific statutory exclusions let's see what time

[56:20.040 --> 56:29.200]  Judge Wright finally and finally the section 1 and section 14 of the Open
[56:29.200 --> 56:34.080]  Records Act command that the provisions of the act be liberally construed to
[56:34.080 --> 56:38.440]  favor disclosure of public records I'm reading the decision of the court here
[56:38.440 --> 56:43.640]  let me see how much time I got I've got my clock type covered up by my page so
[56:43.640 --> 56:49.920]  I'm having to make sure I can see what time I got okay the practical effects
[56:49.920 --> 56:54.920]  of a statutory directive for liberal construction of an act is that close
[56:54.920 --> 57:01.760]  judgment calls are to be resolved in favor of the stated purpose of the
[57:01.760 --> 57:06.920]  legislation in the present appeal this court is not required to make a close
[57:06.920 --> 57:11.920]  call nevertheless a liberal construction of the Open Records Act seems to
[57:11.920 --> 57:16.400]  compel disclosure of information even when disclosure might cause
[57:16.400 --> 57:22.800]  inconvenience or embarrassment for some persons it is of some importance in this
[57:22.800 --> 57:27.520]  connection to observe that both the majority of dissenting justices in
[57:27.520 --> 57:32.640]  industrial foundation recognized in the Open Records Act a strong legislative
[57:32.640 --> 57:38.960]  preference for disclosure over confidentiality over confidentiality as
[57:38.960 --> 57:43.520]  discussed I mean this is a quote from industrial as discussed appellants

[58:19.400 --> 58:25.400]  compensation complaint claimants might result in retaliatory discharge or job
